Mr Shuaib began his distinguished career with the Dubai Police General Command in 1989 and served until his official retirement in 2015. Following this, he resumed work on a contractual basis until September 2015, contributing his legal acumen and leadership experience to key departments within the organization.
During his service, he was actively involved in:
- Reviewing and analyzing criminal and security legislation issued at both federal and local levels.
- Providing legal opinions and consultations to various police and legal departments.
- Examining grievances and complaints and recommending appropriate legal procedures.
- Advising on international agreements and legislative drafts.
- Participating in the legal review of memoranda and cooperation agreements with other governmental and private entities.
His expertise in legal interpretation and legislative review led to his involvement with the High Court department, where he supported the judicial process and helped align enforcement practices with legal and procedural integrity.
Following his tenure at Dubai Police, he held a prominent position as Director of the Customs Legal Affairs Department, where he led legal compliance, regulatory development, and organizational reform initiatives. He contributed to high-level strategy and policy-making and played a leading role in aligning operational procedures with international best practices.
He chaired and participated in numerous committees including:
- The High Committee for Legal Review and Grievances,
- Senior Leadership Committees at Dubai Customs,
- Interdepartmental task forces for regulatory and legislative reform.
He holds a Bachelor’s Degree in Law and a Diploma in Police Science, and has completed advanced training in:
- Leadership Psychology,
- Information Analysis,
- Legal Drafting and International Cooperation,
- Modern Methods in Crime Detection,
- Transformational Leadership and Anti-Corruption Administration.
He has received numerous honors for his service, including the Loyal Service Medal and First-Class Appreciation Medal from the Ministry of Interior, along with certificates of recognition from Dubai Customs.
His career reflects more than 30 years of dedication to public service, justice, and institutional development, with a legacy built on legal excellence, leadership, and commitment to national service.
